- Heat the olive oil in a large skillet over medium heat. Add the onion and cook 3-4 minutes until soft, then add the garlic and tomato paste and cook 1-2 minutes more, until fragrant and slightly darkened. Remove from heat and let cool.
- Preheat the oven to 375°F. In a large bowl, combine the ground chicken, cooled onion mixture, breadcrumbs, 1/2 cup Parmesan, eggs, milk, parsley, Italian seasoning, salt, and pepper. Mix gently just until combined.
- Line a baking sheet with parchment paper and shape the mixture into a free-form loaf about 9 inches long, or press into a greased 9x5-inch loaf pan.
- Bake for 30 minutes on the sheet pan (closer to 45 minutes in a loaf pan).
- Spread the marinara over the top, then scatter on the mozzarella and remaining Parmesan. Return to the oven for a final 15 minutes, until the cheese is melted and internal temperature reads 165°F.
- Let rest 5-10 minutes before slicing. Top with fresh basil.
