Ingredients

  • 1 1/2 pounds ground beef
  • 1 medium onion diced
  • 2 medium carrots diced
  • 2 celery stalks diced
  • 3 cloves garlic minced
  • 2 tablespoons all-purpose flour
  • 1 tablespoon tomato paste
  • 1 cup beef broth
  • 1 teaspoon Worcestershire sauce
  • 1 cup frozen peas
  • Salt and black pepper, to taste
  • 4 cups mashed potatoes (instant or homemade)
  • 1 cup shredded cheddar cheese, optional

Equipment

  • 1 Large skillet or oven-safe pot
  • 1 9x13-inch baking dish (if not using oven-safe skillet)
  • 1 Wooden spoon or spatula
  • 1 Potato masher (for homemade mashed potatoes)

Method

  1. Brown the ground beef in a large skillet over medium-high heat, about 6-8 minutes. Drain excess grease.
  2. Add onion, carrot, and celery; cook 5 minutes. Add garlic; cook 30 seconds more.
  3. Sprinkle flour over the mixture, stir, cook 1 minute. Stir in tomato paste, beef broth, and Worcestershire sauce. Simmer 5 minutes until thickened.
  4. Stir in peas. Season with salt and pepper.
  5. Preheat oven to 400°F. Transfer filling to a baking dish (or use an oven-safe skillet). Top with mashed potatoes, spreading to the edges.
  6. Sprinkle with cheddar, if using.
  7. Bake 20-25 minutes until bubbling and lightly golden. Broil 2-3 minutes for extra color, if desired.
  8. Rest 5-10 minutes before serving.

Notes

  • Total time assumes instant mashed potatoes. Add 20-25 minutes if making mashed potatoes from scratch.
  • See the Instant vs. Homemade Mashed Potatoes comparison in the post for details.
  • Store leftovers in the fridge up to 4 days, or freeze unbaked for up to 3 months.
